John Cho, Ph.D. is a Senior Regional Planner at the Southern California Association of Governments (SCAG). He is specialized in economic impact analysis, growth forecast, transportation modeling, and research in various topics including environmental justice, transit analysis, and urban economics.
Dr. Cho has published several research papers in leading journals, including the Annals of Regional Science, the Journal of Transport Geography, Natural Hazards, Transportation Planning and Technology, Journal of Transportation Research Forum, and Transport Policy.
He holds a Ph.D. in Industrial and Systems Engineering and a Master of Science in Civil Engineering specialized in transportation planning and engineering from USC. He also holds a Master of Art in Economics from Seoul National University.

In this role, she leads the development of economic models and analysis in support of regional policies, plans and programs.
Prior to joining SANDAG in 2019, Dr. Guichard taught Economics as a Lecturer at the University of San Diego and UC San Diego while working as an independent economic consultant. Dr. Guichard also worked as a Senior Economic Policy Adviser at the OECD from 2002 to 2016, as well as an Economist at the IMF, the French Treasury and Societe Generale.
She holds a Ph.D. in Economics from the University of Bordeaux (France). She has published economic research on a wide range of issues, including international capital flows, labor market and fiscal policy issues.

His main research interests include the economics of energy and climate change. His most recent work in this area was modeling and policy analysis of cap-and-trade systems and macroeconomic impacts of climate action plans at the state, national and international levels using the REMI PI+ model.
Professor Rose’s other research area is the economics of natural disasters and terrorism. He spearheaded the development of CREATE’s comprehensive economic consequence analysis framework to include aspects of mitigation, resilience, behavioral responses, and remediation. He has conducted pioneering theoretical and empirical research on resilience to disasters at the level of the individual business/household, market/industry and regional/national economy.
Professor Rose is the author of over 250 professional papers and several books, including most recently “Economic Consequence Analysis of Disasters: The E-CAT Software Tool” (Springer), “Defining and Measuring Economic Resilience from a Societal, Environmental and Security Perspective” (Springer), and “The Economics of Climate Change Mitigation Policy” (Elgar). He is a Fellow of the Regional Science Association International and President of the International Society for Integrated Disaster Risk Management. He is the recipient of numerous awards, including an economic analysis award from REMI. He holds a Ph.D. in Economics from Cornell University.

Her research focuses on modeling of economic impacts of energy and climate change policies, analysis of market-based greenhouse gas mitigation policy instruments, and analysis of economic consequence of and resilience to natural or man-made disasters. She performed macroeconomic impact analyses on state climate action plans for several major states and regions in the U.S. and conducted analysis of cap and trade systems and/or carbon taxes at the regional, state, national, and international levels. She also participated in the capacity building on macroeconomic impact modeling of climate action plans in Guangdong, China and Baja California, Mexico.
In the area of economics of natural hazards and terrorism, Dr. Wei contributed to the development of an algorithm to perform rapid economic impact analyses of disasters for California Emergency Management Agency. She is the co-author of a study for the U.S. Coast Guard on the economic impacts from and resilience to a shutdown of a major U.S. seaport and thus disruptions to the supply-chain. She has made significant contribution in the studies of the economic impacts of four major disaster scenarios for the U.S. Geological Survey. She recently led a Caltrans study to develop and apply an economic framework to evaluate resilience in recovering from major port disruptions.
Dr. Wei is the author of nearly 30 peer-reviewed journal articles, and the recipient of Regional Economic Models Outstanding Economic Analysis Award and Sir Richard Stone Best Article Award. Dr. Wei holds a B.E. degree in Engineering Physics and an MSc degree in Public Policy from Tsinghua University, and a Ph.D. in Geography from The Pennsylvania State University.

Under Dr. Treyz’s leadership, REMI has remained at the forefront of regional modeling, and informs public policy debates through the use of REMI models to evaluate economic development, transportation, energy, taxation, and other topics. The company’s clients include federal, state, and regional agencies, metropolitan planning organizations, leading national associations, universities, and consultants.
Dr. Treyz oversees the research and development of the REMI model. He publishes in leading journals; this year he authored the paper “Immigration and United States Economic Growth,” in Business Economics, the journal of the National Association for Business Economics. He holds an A.B. in Economics from Princeton University and a Ph.D. in Regional Science from the University of Pennsylvania.

Mr. Luther is the REMI lead for business development and client support for the West Coast and Nevada, providing support on a diverse range of topics, such as transportation policy, disaster resilience, environmental regulations and analysis, tax policy, and economic and demographic forecasting.
He has been recognized for his contributions to the Southern California Association of Governments’ 2020 Connect SoCal Plan. Mr. Luther has also helped provide technical support and analysis for a wide range of new regulations at the California EPA and authored reports informing key economic development policies for agencies such as New York State’s economic development organization, Empire State Development.
Mr. Luther graduated from Ohio State University with a bachelor’s degree in Economics and a concentration in Statistics. While there, he conducted research investigating neuroeconomics explanations for recent findings in behavioral economics. He was heavily involved in Columbus’s Smart Cities program, serving as a liaison between Columbus and OSU, and founding Smart Campus, a student group focused on applying novel technology to key campus issues.
His personal economic interests include behavioral economics, neuroeconomics, and the modeling of equity implications of policy changes. In his free time, he is a student and fan of improv comedy, as well as an amateur ramen chef.
