Fred Olayele, Ph.D. is Chief Economist & Senior Vice President at New York City Economic Development Corporation. As Chief Economist, he leads economic research and policy initiatives aimed at making New York City the global model for inclusive growth and innovation. His diverse career spans banking, government, international development, management consulting, and academia.
Prior to his current role, he was President & Chief Economist with the Global Economic Institute – where he championed internationalization through the triple helix approach. Dr. Olayele has consulted widely and advised many public and private organizations in Canada, United States and Africa – including startups, multinational corporations, and international development agencies. A certified Project Management Professional (PMP), his work cuts across the public, private, philanthropic, and academic sectors – both nationally and internationally. A First Class Honours Economics graduate, his research interests are in trade policy, economic development, energy and climate policy, political economy, and strategic management.
Dr. Olayele earned his Master’s degree in Economics from the University of Victoria in Canada, and a Ph.D. in Economics from Lancaster University, United Kingdom. He has taught strategy and international business in the MBA program at Carleton University, and applied and theoretical economics classes at the University of Regina – both in Canada. A frequent speaker on trending economic and public policy issues, he has published in reputed international journals. He is Director, Centre for African Research and Business at the Sprott School of Business, Carleton University. Among others, he sits on the International Advisory Committee of Washington D.C.-based International Economic Development Council.

He currently is Adjunct Professor at Columbia University and holds the position as researcher-in-residence at Montclair State University.
Dr. Heil holds a Ph.D. in Transportation Economics from the University of South Wales in the United Kingdom. He received his bachelor’s degree from Hawai’i Pacific University and his master’s degree in Economics from Golden Gate University.

He is the Director of the Connecticut Center for Economic Analysis (CCEA). Under his leadership, CCEA has provided more than 150 economic analyses and policy studies for a host of clients, including the University itself, executive and legislative agencies of Connecticut, development authorities, foundations, and businesses. He also helped resurrect the State Data Center (the U.S. Census liaison office), for which he served as Director of three years, during which the SDC completed a comprehensive projection of Connecticut’s evolving demographic future.
Dr. Carstensen has provided legislative testimony on a variety of economic issues facing the state, its regions, and municipalities. He has done a wide variety of interviews with the media to comment on contemporary economic, business, and policy issues.

Ms. Jauer holds a Master of Public Service and Administration from the Bush School at Texas A&M University and a Bachelor of Arts in Social Anthropology from Harvard University.

Mr. Pollock began analyzing the casino industry in 1978 and served as spokesman for the New Jersey Casino Control Commission from 1991 through 1996. He was a close advisor to the chairman, and oversaw the Office of Legislative Liaison. During this period of rapid deregulation, his charge was to maintain public confidence in the integrity of the regulatory system.
Mr. Pollock is the author of the award-winning book Hostage to Fortune: Atlantic City and Casino Gambling, published by the Center for Analysis of Public Issues in Princeton. The book examines the impact of casinos on Atlantic City and New Jersey. He has testified before the International Tribunal at The Hague, the World Bank in Washington DC, the US Senate Indian Affairs Committee and the US Senate Select Committee on Indian Gaming, and has been a featured speaker at the Congressional Gaming Caucus, a group of US House of Representatives members from gaming jurisdictions. He has also testified before numerous legislative committees throughout the United States.
He has led Spectrum economic analyses in markets throughout North America, as well as in Latin America, Guam and Korea.
Mr. Pollock has won 20 journalism awards, and is the former editorial page editor of The Press of Atlantic City. He is often cited by national media outlets, including The New York Times, Star-Ledger, BBC, MSNBC, ABC News and National Public Radio.
Mr. Pollock earned his MBA, with high honors, from Rutgers University, and has served as a member of the adjunct faculty of New York University, Rutgers University and Stockton University.

He publishes in leading journals; this year he authored the paper “Immigration and United States Economic Growth,” in Business Economics, the journal of the National Association for Business Economics. He holds an A.B. in Economics from Princeton University and a Ph.D. in Regional Science from the University of Pennsylvania.
