Lizbeth Martin-Mahar, Ph.D. is currently working as Assistant Director of Economic Analysis at the Washington Department of Transportation for eleven years, another two and half years for the Washington Legislature at the Washington Joint Legislative Audit and Review Committee, and a year at the Washington Department of Revenue. Prior to coming to Olympia, Washington, she worked for the Oregon Legislature as an Expert Economist in the Legislative Revenue Office for seven years. Dr. Martin-Mahar completed an undergraduate degree in Economics from the University of Washington, a Master of Science in Agricultural Economics from the University of Idaho, and a Ph.D. in Agricultural Economics from Purdue University in 1998. She has taught numerous Economics courses on an adjunct basis at universities in Oregon and Washington since graduating with her Ph.D.
At her current position at the Washington Department of Transportation, she oversees quarterly transportation revenue forecasts of various taxes, licenses and fees including the motor vehicle fuel tax, economic variables, oil and petroleum product prices and federal funds. She presents quarterly economic variable updates and transportation revenue forecast changes to the Washington State Transportation Revenue Forecast Council and directly supervises three economists in the production of these quarterly forecasts and other economic studies. She also completed and supervised other economists performing economic impact analysis of transportation investments in Washington State. The transportation economists compile detailed analysis and reports on the economic impact analysis results on various transportation investments utilizing Washington State REMI-TranSight and other transportation models to create inputs into the TranSight economic impact model.

Prior to joining TDGMO, Dr. Murshed was the Manager of Planning & Development Services of a regional office of WSDOT. He also worked for Washington State University, NCHRP Project 1-33, and the South Dakota Transportation Technology Transfer Service. Overseas he worked as a Deputy Manager of PKSF, a foundation for creating employment through micro credits in Bangladesh.
Dr. Murshed has 20+ years of experience in transportation research, teaching, design, and planning. His work experience encompasses corridor studies, travel demand modeling, micro-simulation modeling of traffic, transportation system performance evaluation, cost estimation, project life-cycle cost analysis, pavement design and management, GIS, computer programming and database analysis, and development of analysis tools. He has over 30 professional publications in journals and conference proceedings.
Dr. Murshed obtained his BS in Civil Engineering from Bangladesh University of Engineering & Technology (1991), MS in Transportation Engineering from South Dakota State University (1994), and Ph.D. in Transportation Engineering with a focus on economic analysis from Washington State University (1998). He is a licensed Civil Engineer in the State of Washington.

She earned a doctoral degree from Virginia Tech and a master’s degree from Michigan State University, both in Agricultural and Applied Economics with a specialization in environmental economics. Ms. Cuyno’s dissertation research involved assessing the risks of pesticide use on human health, non-target species, and the environment, and determining society’s willingness to pay to reduce these risks. For her master’s thesis, she developed a framework for evaluating the cost-effectiveness of a nonpoint source pollution control program in Michigan. Prior to joining Northern Economics, Ms. Cuyno worked as an Economist for a non-government organization specializing in resource economics and environmental policy in the Philippines.
Ms. Cuyno’s work at Northern Economics focuses on assessment of economic and fiscal impacts of infrastructure/development projects. Her field of interest is in the energy sector and she has been closely involved in oil and gas issues and rural energy issues in Alaska.

Dr. Treyz oversees the research and development of the REMI model. He holds an A.B. in Economics from Princeton University and a Ph.D. in Regional Science from the University of Pennsylvania.

Mr. Luther is the REMI lead for business development and client support for the West Coast and Nevada, providing support on a diverse range of topics, such as transportation policy, disaster resilience, environmental regulations and analysis, tax policy, and economic and demographic forecasting.
He has been recognized for his contributions to the Southern California Association of Governments’ 2020 Connect SoCal Plan. Mr. Luther has also helped provide technical support and analysis for a wide range of new regulations at the California EPA and authored reports informing key economic development policies for agencies such as New York State’s economic development organization, Empire State Development.
Mr. Luther graduated from Ohio State University with a bachelor’s degree in Economics and a concentration in Statistics. While there, he conducted research investigating neuroeconomics explanations for recent findings in behavioral economics. He was heavily involved in Columbus’s Smart Cities program, serving as a liaison between Columbus and OSU, and founding Smart Campus, a student group focused on applying novel technology to key campus issues.
His personal economic interests include behavioral economics, neuroeconomics, and the modeling of equity implications of policy changes. In his free time, he is a student and fan of improv comedy, as well as an amateur ramen chef.
