Anne deBoer has been a member of AECOM’s Sustainable Economics team since 2017, which is based out of San Francisco, California. Ms. deBoer uses tools such as triple bottom line and benefit cost analysis to help public and private sector clients better understand their risks to climate change and evaluate strategies to address that risk.
Recent projects in New York City and Florida have applied REMI to estimate the economic effects of inaction against sea level rise and coastal storm surge as compared to the effects of adaptation interventions.
Previous experience includes working with the City of San Francisco to help update their greenhouse gas reduction strategy, and facility management and greenhouse gas reduction consulting for institutions of higher education. She received her graduate degree from the University of California, Berkeley and Bachelor of Arts from Wesleyan University.

Under Dr. Treyz’s leadership, REMI has remained at the forefront of regional modeling, and informs public policy debates through the use of REMI models to evaluate economic development, transportation, energy, taxation, and other topics. The company’s clients include federal, state, and regional agencies, metropolitan planning organizations, leading national associations, universities, and consultants.
Dr. Treyz oversees the research and development of the REMI model. He publishes in leading journals; this year he authored the paper “Immigration and United States Economic Growth,” in Business Economics, the journal of the National Association for Business Economics. He holds an A.B. in Economics from Princeton University and a Ph.D. in Regional Science from the University of Pennsylvania.

Mr. Luther is the REMI lead for business development and client support for the West Coast and Nevada, providing support on a diverse range of topics, such as transportation policy, disaster resilience, environmental regulations and analysis, tax policy, and economic and demographic forecasting.
He has been recognized for his contributions to the Southern California Association of Governments’ 2020 Connect SoCal Plan. Mr. Luther has also helped provide technical support and analysis for a wide range of new regulations at the California EPA and authored reports informing key economic development policies for agencies such as New York State’s economic development organization, Empire State Development.
Mr. Luther graduated from Ohio State University with a bachelor’s degree in Economics and a concentration in Statistics. While there, he conducted research investigating neuroeconomics explanations for recent findings in behavioral economics. He was heavily involved in Columbus’s Smart Cities program, serving as a liaison between Columbus and OSU, and founding Smart Campus, a student group focused on applying novel technology to key campus issues.
His personal economic interests include behavioral economics, neuroeconomics, and the modeling of equity implications of policy changes. In his free time, he is a student and fan of improv comedy, as well as an amateur ramen chef.
