Frederick R. Treyz, Ph.D. is the Chief Executive Officer and Chief Economist at Regional Economic Models, Inc. (REMI), a leading provider of dynamic economic and demographic modeling software and consulting. He is an authority on analyzing public policies and their regional macroeconomic and population impacts. Under Dr. Treyz’s leadership, REMI has shaped public policy debates by helping clients evaluate economic development, transportation, energy, immigration reform, and other topics. The company’s clients include federal, state, and regional agencies, metropolitan planning organizations, leading national associations, universities, and consultants who seek to analyze the implications of public policy.
Dr. Treyz holds an A.B. in Economics from Princeton University and a Ph.D. in Regional Science from the University of Pennsylvania.

In this capacity, he directed the work of GOMB in preparing the Governor’s budget recommendations and oversaw GOMB’s state revenue estimates and economic analysis. He served the National Association of State Budget Officers (NASBO) on the Executive Committee and as Western Regional Director.
Dean holds master’s degrees in public administration from BYU and economics from the University of Utah, and a bachelor’s degree in political science and Spanish from BYU.

Prior to his current role, Lloyd led research and analytics at Western Governors University for the team responsible for developing innovative financial aid solutions for students and forecasting student outcomes such as graduation and income. Additionally, he worked for Zions Bank as a financial analyst in commercial real estate and as a quantitative researcher developing models to stress test capital adequacy and to forecast net revenue. At the Federal Reserve Board of Governors, Lloyd contributed to research studies covering topics such as the implied “too-big-to-fail” government subsidy of large banks, money market mutual fund industry reforms, and unconventional monetary policy’s effects on bank lending.
As a student-athlete, Lloyd competed on the Utah State University cross-country and track & field teams. Lloyd developed a passion for public service and well-informed public policy as an intern for the late Senator Bob Bennett. He holds a dual B.S./B.A. degree in Economics and Political Science and an M.S. degree in Economics from Utah State University.

Sharon’s hobbies include cooking, gardening and watching detective movies.

Dr. Oliver earned a Ph.D. in Agricultural and Applied Economics from University of Illinois at Urbana-Champaign, a Master’s degree from Purdue University, and a Bachelor’s degree from California State University, Chico.

Vanessa also holds a BA in Biology and Fine Art from Wittenberg University in Ohio where she was a first-generation college student and collegiate athlete, an MBA in Sustainable Management from Presidio Graduate School in San Francisco where she is an Adjunct Faculty Member, and a PhD Public Policy and Administration from Boise State. In 2022 Vanessa participated in a Mandela Washington Fellowship Reciprocal Exchange in Cape Town, South Africa. In addition, she serves on the boards of the American Red Cross of Idaho and East Oregon (where she is Past Chair), the Consortium of University Public Service Organizations (where she is President), City Club of Boise (where she is Vice President), and Association for University Business and Economics. In 2024 she was named a Rapid Education Prototyping (REP4) National Fellow and a National Association to End Homelessness, Homelessness Research Network Scholar.

Tomas has a PhD in Agricultural Economics from Purdue University, a MSc in Agriculture from the Swedish University of Agricultural Sciences, and a Certified Analytics Professional designation from INFORMS.
Tomas was born and raised on a dairy farm in rural Sweden. When not working, he loves spending time with his two rambunctious teenage sons (17 and nearly 15 years old) on hiking adventures in the River ally, strolling on Whyte Avenue, and bowling in Bonnie Doon. When his kids are not around, he can be found immersed in a book, cooking spicy food, or listening to music.

His responsibilities encompass a wide range of tax policy analyses, including estimating the revenue impacts of tax law modifications, initial forecasting of tax revenue, writing tax expenditure evaluation reports, monitoring economic trends, etc.
During his Ph.D. study, Dr. Choi explored the economic effects of land value taxation in an urban area, which was featured in Land Economics in 2015. He thinks that the efficiency and other positive impacts of land value taxation should be more widely spread in the country. Although he has some working papers in progress, they await publication. In addition to his role at the OTA, Dr. Choi imparts his knowledge as an online instructor in economics at the Liberty University Business School.
A native of Korea, Dr. Choi relocated to the U.S. in 2000. He achieved his Ph.D. in economics from Georgia State University in 2006. Prior to his joining the team of the OTA, he contributed as a postdoctoral researcher at the State University of New York at Buffalo. He has a lovely wife and two grown-up daughters and one son in college.

Mr. Nystrom comes to the Council after a five-year software career and seven-year consulting career. In these roles, Mr. Nystrom conducted studies related to climate policy, demographics, economic development, the energy sector, fiscal policy, healthcare policy, international trade, labor relations, scope emissions, and transportation.
Prior to the Council, Mr. Nystrom worked for FTI Consulting. He was the co-lead and lead economist of its impacts and policy analysis practice. Prior to FTI Consulting, Mr. Nystrom worked for Regional Economic Models, Inc. (“REMI”). He holds a B.A. in History, B.S. in Economics, and M.A. in Economic History from Iowa State University in Ames, Iowa.

Mr. Motamedi received a master’s of business administration from the University of Massachusetts Amherst with a focus in business analytics and a bachelor’s of arts in economics also from the University of Massachusetts Amherst.
